Democracy and democratic processes and institutions have always preoccupied the attention of scholars and political actors since the beginning of human development. Central to this concern are the problems associated with organizing human communities and groups so as to better enhance their living conditions. Questions 'and issues have always been raised with regard to how individuals and groups in the society could best be organized to ensure harmony, peace, progress and happiness of all and sundry. The problem of individual's inhumanity to or exploitation of fellow individual though always frowned at in every society but ironically has been prevalentin almost all societies. At the crust of all this is the issue of directand active participation of individuals and groups in the affairs of his or their immediate community in particular and the society in general. This is why the participation of individuals and groups in the government of the day has come to be the thrust of any democratic process and consequently has now become the litmus test of any government, especially those striving to be described as democratic.
